Complex emergencies are characterized as emergencies that take place in an area where there is a total or considerable breakdown of authority. From an EMT perspective, this may be an ongoing crisis where there is a related surge in need, or a new acute emergency on top of a protracted crisis. Complex emergencies typically include challenges such as insecurity, access challenges, human rights violations and complex ethical challenges around engagement with the authorities. For EMTs, the protracted nature of these emergencies is also a complicating factor.
This session will explore the role of EMTs in responding to complex emergencies, examining specific constraints that present to EMTs and drawing on recent responses to explore potential solutions.
